can a collection agency look at my credit report

I have been trying to clean up my credit. So I have got copies of all three of my credit reports. On my Transunion report it shows that NCO Financial requested a copy of my report it says that it will stay on my report for 2 years. I know that it does not affect my score that much but are they even allowed to get a copy of my report? I have not signed anything allowing them to. They have sent me a letter and been calling me about a 7 year old account lately. what should I do?

Collection Agencies may pull your credit report, sometimes you agree to this while obtaining the credit from the original creditor.

Which state are you from? Check if the account is within SOL or not? If it has crossed the SOL span, no one can force you legally to pay it; it's your decision whether to pay it or not.

Most agencies run a credit score on each consumer which reflects as an inquiry on your credit report.

SO in that case it does not hurt our credit report i guess? Nick does my score fall by some points?

If it posts as a hard inquiry, then it will cost you 2-4 points per inquiry.

In my experience, a CA CAN 'add', an account to your report, but, I don't know if they can actually look at it. They DO 'update' things every month. If you get your credit reports, and look at the right OR right below the account, it will tell you a 'drop-off' date. This date is when the account will ACTUALLY come off your credit. Is the account paid or not paid yet??

Many contracts you sign with a creditor expressly permit not only the creditor to view your CR, but also CAs.

Its always commendable to read the contracts throughly. People hardly do that or fail to understand. Be careful.

I do have to admit, too many people ( as myself) want to 'scam' through contracts and don't want to read them all the way through. SOOO important to do that!!
