Pretty sure it's a collection agency (but I don't know which one), and I have a hunch they like to violate the FDCPA. Once they actually make contact with you, they are required to send you a written communication within 5 days. I advise talking to them, then sending a debt validation letter, and a letter that limits any further communications to you in letter format only. Send both letters return receipt.
