This is probably the one baddie on my credit report that is going to be very difficult to remove. It is a valid debt for approximately $3k and it's still with the OC. What should I try first, DV, Dispute or PFD?
I CAN pay this off but I need to leverage this payoff to my advantage if possible.
What is my best chance for removing this?

DV? No. You know it's valid, and still with the OC. DV is pointless.
Dispute? No. You want something from them (a better credit report), and going this way to get it is like shooting yourself in the foot.
Personally, I'd start negotiations around 75-85%, asking for a pay for delete...if they are only semi-receptive to it, offer more to seal the deal. Get it in writing before making your payment.
Perhaps others will have other suggestions.
