NCO financial tried collecting on a debt from AT&T around a year ago, but I changed my number because it was getting annoying, and they were not reasonable with me on payments and so forth. Well now, I see on my credit it is there only listed as NCO Financial, nothing else except the date it was opened. No other information, NOTHING. And i want to settle this and get it off my credit. Can i just call NCO and speak with anyone and try to settle and do a "pay to delete" request? How should I go about this? I know I can have each of the credit bureaus investigate, but That will mean filling diputes with each place, and I cannot obtain a free copy right now of all of my reports, because I already took advantage of my free report a few months back.

You should do everything in writing just to keep a proof of the agreement made between you and the collection agency. For this you should first send a debt validation letter by certified mail and if they validate the debt within 30 days, send them a pay for deletion letter. If they agree to pay for deletion agreement, ask them to send you a written agreement either by email or by mail. If they agree to PFD, the negative will go out of the credit report once you pay off the debt in full.
Since you have already pulled out a free copy of your credit report, you need to purchase the same if you want them again as the Federal Law allows only one free report from each of the three bureaus once a year. If you visit the Equifax site, you can find that they are offering a 3 in 1 credit report for $29.95.
Now as Carol said, you should first send a DV letter by certified mail to check whether you owe the debt or not. If they cannot validate the debt, send a dispute letter to the bureaus telling them that the creditor could not validate the debt and so you do not agree with the listing. The bureaus will verify it with the creditors and remove it from your report.
