Car Refinancing Question and Mileage/Credit

My husband and I currently own a 2007 Jeep Liberty. We bought it as an extra vehicle for the 4WD and space for the kids for the winters here. We got suckered into a 21 or 22% interest rate at the dealership and I want to refinance the car. It currently has 82,200 some miles on it now and we put over 40,000 miles since we got it maybe 16 months ago.

We have paid all payments on time except for one in Dec. when my husband was between jobs. As it stands right now I paid a few small medical collections on his account and my husband has a lot of his negative credit dropping off later this year: 8/11 a paid car repo, and I have some inquiries falling off-1 in Sept and another 6 in Oct as well as in Nov having a collection for $1096 falling off mine. I have a lot more negative credit-but not falling off till 2012. We have a judgement that was just added and my husband has a current Equifax FICO score of 443 and mine for Equifax is a 558.

I want to wait till some of these negatives fall off his report later this year but scared we will be over the 100,000 miles to refinance at all so part of me doesn't want to wait too much longer and want to try to pay the 2 cards we have done beforehand. What to do? The car refinance company told me we just need a paper notarized for the mileage on the car, how does this work? What would you do?

We are currently paying $406.85 a month and in about 15 months-with 1 month we had to put at the end of the loan with hubby being in between jobs at the time, 1 30 day late in between jobs payment, and one month since the one job that "hired" him the temp agency never got a start date from the one company we put the date to the 10th instead of the 19th which pushed a month back but other than that we have had perfect payment history and it's 63 months for the term now with 46 payments left (45 after April).

Help, what should we do? With all the payments we did make we've only paid about $1600 towards the car with the interest! At this rate it won't be paid off by then, please help.
