In July 2009 a CA claimed to have served me at a residence in NY however I had moved out of NY in April. They won the judgment for my failure to appear, however I had no idea about it.
I don't know if I go by the SOL in NY or PA. I've sent a Validation Letter to the CA whose response was that they sent me a letter in July 2009 allowing me 30 days to dispute the validity of the debt. I never got it of course.
If this is my debt I'd like to settle it and have the judgment removed but I'm not sure of the next step or the SOL. What's the best course of action for me?

The SOL applies for the state in which the debt has originated. Once it has expired, the CA won’t be able to take any legal action against you. I think it would be better for you to consult with an attorney in this regard.
How does one find out when the SOL on their particular debt begins? I've sent a follow-up letter to the CA advising them that their service was improper and requesting again, Validation of the debt. I'm waiting to see their response this time.
I was hoping that if they do provide the documentation that this is my debt that we can settle and motion to vacate the judgment. If not, then I guess I will have to find a lawyer.

Usually SOL period starts from the date of your first default.
