Medicaid Balance Billing issue-total newbie here

hi everyone! Im a total newbie and trying to sort/tackle my credit report. I just discovered a couple medical bills on my CR from Equifax, ive already disputed tonight with the Equifax.
I spent some time investigating over the phone last week with the insurance company that handles my Kansas medicaid.

I was seen in Colorado while travelling for emergency situation(pancreatitis) in 8/08. I never recieved any bills from the hospital or urgent care, however there is a doctor reporting and a ambulatory service reporting on my CR both through seperate CA.

On Friday, the insurance company told me that there were absolutely no claims made for either charges and they checked the entire year, so basically they never filed claims. They also told me that the date of filing had expired. They said they could send me a "Copy of Credible Coverage" showing those dates that I was insured.
I realise now that this is sort of a "balance billing" issue and by federal law that they cannot bill a medicaid beneficiary, however its been several years now...I am trying to construct some sort of letter that I can send (CCRRR) to them along with the "Copy of Credible Coverage" but im uncertain just exactly how to proceed and if the law still protects me from billing in this way. Any ideas? I have yet to call the doctor or collection agencies regarding these debts. I've put in a few calls to the government agency that handle/investigate issues with providers in KS.

Can I or should I also contact the Attorney General office about this as well?

they are not huge amounts dr bill is up to 385 and ambulance is about 100.

How do you think I can word the letter to get them to remove it from any CR they have posted them on?
I really appreciate any help, Im just starting out and ive read a ton in the past few weeks but it seems such a huge task to undertake, but I am just about ready to take the plunge!!

If you don't agree with these listings against your name, you may get them disputed with the CRAs. You may also send a validation letter to the creditor.

Thanks I did dispute them but the CRA already is reporting them as validated, I will send off validation letters but I am sure they will be validated. I really think I need legal advice ..maybe a few calls to the government agencies might yield some answers.. thanks again for responding!
