Have a court ordered judgment in nh made $800 in payments and worked on a settlement amount of $3000 with the ca. Can that $800 be used towards the agreed settlement amount, or is it lost?

I don't think you can ask for another $800 after you've agreed to a final settlement.
I guess I should clarify that I am the one the judgement is against. I have paid $800 through the court payment system and now worked out a deal to settle for $3000 with the collection agency.
