i do not make enough money to pay my normal bills plus the collections....is it possible to still raise my credit?

what state are you in?
what is the original creditor and the name of the CA?
what is the date of first delinquency? 30 days after last payment

You need to provide more details on your credit. How many credit cards do you have and what is the outstanding debt amount? Payment history is the main thing that helps you to improve your credit.
