Yes, it is supposed to stop after the bankruptcy is issued and the creditor gets a notification of it.

b do i wait till bankruptcy is final before attempting to collect all garnishments prior to and after filing?

an you please explain what exactly do you mean by collecting?

c wjhat form or procedure is required to collect garnishments taken out or am i to just sue with bankruptcy papers in hand after bankruptcy is done or can i collect before hand

If your bank account gets garnished after the bankruptcy is issued, you can try to get back the money. However, if money was taken out before bankruptcy, you cannot get back the money.
