When i send a validation letter do i send it to the collection agency that is on my credit report? or, do i send it to credit bureau (experian,transunion or equifax) and let them try to validate it? So I guess my question is collection agency on report or credit bureau?

A debt validation letter is sent to the collection agency and not to the credit bureaus. You can send verification letters to the bureaus if they fail to remove a disputed item.
Debt validation letters are always sent to the collection agnecy. You can refer to the sample debt validation letter available with this forum.

DV to CA
So the way federal law works is that after a CA sends you a dunning letter (either first contact or within 5 days of first call). you have 30 days to request DV. Sometimes people hear nothing from CA, and find out about debt after getting credit report. You send a DV letter and make sure you point out that they never contacted you and are illegally reporting this debt

thnks for the reply. so on the dv can i send it after i find ca on my credit report? or is the only time like i can send a dv is as you stated "after the first call or letter"?
also does contacted mean actually spoke with me? or messages left on my answering machine count?
also, when i sent the credit bureau a verification letter what if they say the debt is mine then can i send a dv letter to the collection agency? you help is appreciated. have a 600 score and trying to raise it to a 700 or better. only have 4 small deragatory items.
It is the dunning letter that starts the clock. The law requires that they send a dunning letter within 5 days of any contact (includes phone call) however if 5 days go by after the calls start I would send the DV letter regardless
