Hello,
I settled a debt back in July through Sherman. Was never sent the debt settled letter. Now I'm being harassed by numerous collection agencies. They are passing it around. Got a call today from National Interstate Systems. She was very rude and told me I had to fax her the letter stating debt was settled today. How can I get it today when I've been trying to get it for 3 months now? I always get a recording saying voice mail is full. The lady today told me she would proceed with collections. What should I do. They want $1,300. more.

You have settled the debt but the CA is saying you owe them the amount.Ask for validation of the debt. As per FDCPA the CA should provide you proof that you owe any amount to them. Here is the FDCPA section about validation of the debt:

FDCPA Section 809. Validation of debts [15 USC 1692g]

(b) If the consumer notifies the debt collector in writing within the thirty-day period described in subsection (a) that the debt, or any portion thereof, is disputed, or that the consumer requests the name and address of the original creditor, the debt collector shall cease collection of the debt, or any disputed portion thereof, until the debt collector obtains verification of the debt or any copy of a judgment, or the name and address of the original creditor, and a copy of such verification or judgment, or name and address of the original creditor, is mailed to the consumer by the debt collector.

Also file a complaint with FTC, Attorney General of your state and BBB against the harassment.

Adding to information about validation of your debt provided by Anthony, for getting the settlement letter you should send a letter along with detailed proof of the payments made so far by Certified Mail, Return Receipt Requested to the. If they do not respond file a complaint with Department of Financial Institutions and FTC against the creditor attaching all the written evidence proving you have settled your debt in full.

Do you have documentation showing that the account was settled with Sherman? I would be glad to assist you with this.
