The Federal law states that Social Security cannot be garnished. If you have a separate account, into which your social security gets deposited, the creditor may not be able to garnish your Social Security Income. However, you need to prove that the account has deposits only from social security.
However, if you can't pay the outstanding debt amount, you can request the creditor to agree to a settlement. Settlement lowers the outstanding debt amount by 40-60%, and it becomes much easier to pay the debt.
Can you be more clear on your question on motor vehicles? Why do you think that the creditor may report it to the Department of Motor Vehicles?

they can sue you, and seek assets but not your social security. They could get a judgment and wait. if you ever come into money (inheritance, lottery, sale of home, etc) they will collect
