California is a community property state. In a community property state, both the spouses are liable for the debt incurred after marriage. In the same way if the husband works and the wife stays at home, still both are entitled to the income. Thus, for a debt incurred by you, the creditor can definitely garnish your husband's wages.
So, it's better to pay off the debt. If you are not able to pay the outstanding debt amount, you can contact your creditor and ask for a debt settlement.
