A few years ago, I paid a collection agency the amount that was owed on past cable bills that my old roommates were supposed to take care of. I'm reading now that I should have requested validation of the debt prior to paying but I did not. If they could validate the debt, I should have request a pay for deletion. I did not do that, either. Am I still able to request debt validation for an account that I have paid off? I don't care that I'm out the money...I'm not looking for a refund...I just want the item removed from my credit report.

I do not think that a debt validation will help you in anyways now. You have already paid the amount. Hence, now you cannot request a pay for delete. However, you can send a goodwill letter to the collection agency requesting them to remove the negative remark out of goodwill.
Yes it is too late. Although most will not remove a mark once the debt is paid you can still try. Once the collection agency recieves their money they usually do not want bothered with dealing with the account again because this would take time away from collecting other debts. Get that goodwill letter out in the mail and maybe make a few phone calls to them. I do not know if persistance will help but it is worth a try.
actually, you can try a 623 letter. this may get the item removed. Often a creditor is not going to fight that hard if they aren't going to get any money.
