I sent a letter to Merchants Credit Guide on 2 oct with payment arrangements on a validated debt. The fifteenth day was 23 Oct. I haven't had any response from them. I sent a PFD letter modified with payment arrangements asking for them to respond in 15 days. I sent a second letter that was delivered on 9 Nov.
Does it normally take longer than 15 days for them to respond?

It really depends on the company. However, not all companies agree on PFD. Did you speak with them before sending them a PFD request? If not, then it may be difficult for you to get the agreement from them. You will first need to address the matter with them personally, either over the phone or in person. Let me know.
I had originally talked with them on the phone when I had first gotten their letter. it was before I had known of this place and made a payment on a debt that was out of the SOL. The rep on the phone said that if I had made that "good will payment" that they would accept payments. After joining the site, I have not phoned them since but have sent all correspondance via certified mail only. The letter I'd sent was more for payment arrangements than PFD. I had asked in another thread if there was a letter template for payment arrangements and they had suggested to use the PFD but to modify it.
The way it sounds to me they are not willing to do the pay for delete. So I would give them a few more day's and see if you receive a letter from them. If you do not when it's time to make your payment call them up and mention sending the pay for delete letter and see what they have to say. It may be that they are just busy.
Unforetunatley you made the good faith payment. Since they validated then they must own the debt. What form of validation did they send you? Be sure it is proper validation before continuing to make any more payments. Usually debt collectors will try and get people to pay by saying it is a good faith payment. It appears they may be a little on the crooked side so be sure to get any type of payment in writing so that you will have proof. Let us know more about the debt validation they sent you.

So, on what basis did you make the payments? A phone call from them saying that they would accept your payment?
Well, you should get any response from them in writing. This is legal matter and you must have documents. If there are more payments to be made still, then try and negotiate for a pay-for-delete. See if they would agree to it. Even if they don't respond favorably, ask them to send you a written response to you about the payment arrangement that you have proposed.
Do not be afraid to give the collector a call. I know sometimes they can be very intimidating but if you can work out a pay for delete then it would be great for your credit score. Let us know if you need anymore assistance.

There is still more of the debt to pay off. I had proposed to make payments on a $6K balence which is the amount left over from the original total and the charge off amount. When I had originally talked with the collector on the phone he had told me that the payment I had made would be a good faith payment and they would work with me. It was after that I had found this site and asked for validation. I haven't spoken with them by phone since then. The people I have talked to on this form suggested to only to communicate with them via certified mail.
