The vendor can only automatically debit the account that you gave them previous permission for. They can not go into any other account.
What has me stumped is how they can not stop this vendor from debiting since it is your account. I recently was going to change car insurance carriers but before doing so I asked the bank how I would go about stopping the insurance carrier from debiting and I was told for a fee I could do that (I believe it was $29). They suggested that I go to the carrier myself and request them to stop. I would ask why you can not get this stopped since it is your account.
No, I don't think that the vendor can take money out from your second account. Without the details of your second account the vendor cannot do anything to that. You can close the first account and talk to the vendor to find a solution.
