i recently submitted a debt validation letter to a collection agency. it is pass SOL so what is the actual time limit they have to respond.

because i received a letter in the mail from stating

IF WE ARE UNABLE TO COMPLETE YOUR REQUEST IN 60 DAYS, AN UPDATED LETTER WILL BE SENT TO YOU ADVISING YOU OF YOUR STATUS

i think i read it was 30 days how should i respond to this letter

If the Sol on your debt is over then don't worry about it? You will be protected by your state laws. If you have sent a Validation letter, then let them respond. Remember, if you make any payments on your debt now, your SOL will automatically be updated and extended.

Carol is correct. If your SOL has passed then you will want to leave this debt alone. One payment and you will restart the SOL and be likely sued for the amount. I had a sister that did this and that is exactly what they did. They would not settle for a lesser amount and collected the full balance through the legal system.
If the collection efforts begin to become bothersome you may want to send out a letter called a Cease and Desist. You can find an example letter here under Letters of Credit.
