I am currently in the process of repaying all my debts that I was unable to before. I am working with a DMP and paying all those on the program in full, just over a period of time. My question is is it too late to send them a Pay for Delete letter if I have already started making payments to them or is my "bargaining" chip (my money) gone since I have already started paying them?

You can always negotiate with the creditor for pay for deletion agreement, but since you have already started making payment, I don't think that the creditor will agree to it. Moreover, you are in a debt settlement program, which means that you are not directly negotiating with the creditor. I think you should have a talk with your consultant and ask them whether they can negotiate for a PFD with your creditors.
