Can they refuse to send a letter

i recently some something on my credit that didnt belong to me i sent a letterr to the collection agency per there request disputed it. they investigated and stated that it will be removed but refuse to send a letter can they do that?

If the negative listing is appearing on your credit report, you may dispute it with the Credit Bureau as well. Send them a dispute letter and wait for 30 days. You should receive an answer from them within this period. If they fail to provide you with a letter, you may forward a demand letter. With this demand letter, send a copy of the first letter via certified mail with a return receipt request.
