How long do you have to ask for a letter of validation?

In this case, a third party creditor sent a letter in June 2010 but debtor never asked for a letter of validation. The statement from creditor said he had 30 days to ask for verification but nothing about validation (he did not know there was such a letter). Since 30 days are passed, can he still legally ask for this letter of validation before agreeing to payments? Actually, he has already verbally discussed payment arrangements over the phone and the creditor asked for a written statement with his proposal of payment so that they can discuss it with their client (which he assumed was the original creditor). He is wondering if he can get that letter of validation before starting payments for his own protection? The creditor has sent only one letter in June and besides that, they've made many calls to him asking for more than he can do right now. They are very rude and far from professional on the phone. Bottom line, he wants proof before starting payments. Has he lost that right because it's been past 30 days? This is in PA. Thank you
