My wife and I will be retired in about 10 months or so. At that time, we're figuring that a strategic default on our mortgages & credit cards will wipe out my credit (which I'm not really worried about). My retirement is gonna be from PERS and SS. I've read that SS can't be garnished except for reasons that don't apply to me, but I haven't really read that PERS retirement can't be garnished. So ...can it?

PERS is a government pension, and I think it is safe from garnishment. As for the Social Security Income, yes it cannot be garnished except for child support, alimony purposes, and taxes.
However, garnishment laws vary from state to state. So, you need to check out the laws on garnishment in your state.
