hi, should i get a credit card to build up my credit rating?? it is 504 i do not have any credit cards now or do i owe on any

Cinnamngrl is right. You should try to get a secured credit card. You will easily get qualified for a secured credit card with low score. After that, you can make small purchases with this credit card, and then make small time payments on the card. This will help you in improving your score.
