I cannot suggest sending letters that include a request for "verification" and payment plan. It makes you look a little desperate and naive.

If you send a 623 letter they need to respond in 30 days. You usually have to use Certified Mail w/ Return Receipt Requested, and Send a Method of Verification after.

Under the Fair Debt Collection Practices Act (FDCPA), the creditor cannot continue with the collection process until they can provide verification of the debt. However FDCPA have not mentioned that the creditor will have to answer to debtor's verification letter within 30 days. Rather the debtor is required to send a debt verification letter or validation letter within the 30 days of the first collection notice, else it is considered that the debtor has agreed that he owes the debt.

If the creditor does not answer to your debt verification, he is not supposed to continue with the collection process. However, this does not mean that he will remove the item as such from your report. You can send a second debt validation letter to the creditor through certified mail, requesting a return receipt. If the creditor doesn't answer to the second validation, you can send dispute letter to the credit bureaus, attaching a copy of the validation along with it. You can refer to the sample dispute letter from http://www.creditmagic.org/repair/dispute-letter.html . This letter too, should be sent through certified mail.
