When did you last pull out your credit report? It is possible that you have already taken out a credit report that was due for this particular year. So for a second one you have to pay that small amount.
Did you ask for your credit score? This might be the fee for that as well.
Its true that you will be asked to pay a nominal fee for the services of the Credit Bureau. Even I had to pay $5.30 for the first report in one calender year and henceforth $7.95 for each new pull.
When I used it, I was given the option to have something mailed to the address they had on file for me (which is my correct addy), which then allowed me to view the CR, online. The same thing was happening to me.

www.annualcreditreport.com gets you one free report per year.
But the site asks questions and whenever I answer I get reply as wrong answer. I answer to the best of my knowledge.

Possibly he is entering some wrong data.
