The best credit card will be the one with low APR, no fees on balance transfer, and has a fixed interest rate rather than variable.

I went through a divorce a few years ago and had young children. I carried credit card debt from the marriage as well as the debt I accrue during the time to get back on my feet and renter the workforce after being a stay at home mom for 8 years. I have a good job with a good income but I am maxed out and feeling overwhelmed. I carry 32046 in 11 credit card accounts and 1 personal loan from Lending Club. I own two cars that should get me through the next couple years. I own a home and my ex-husband is still on the loan because I have been unable to refinance because of a limited income history and low credit score affected by my CC utilization. So I am looking at doing a Pay to Delete Letter. There is the original creditor which has a bunch of negative payment information on my credit. Plus it has been sent to collections as well.
My questions:
With the Pay for Delete letter, who do I send it to? The collection agency or the original creditor?
Also, will this letter take care of both the original creditor's negative information and collection agency too?

I have four credit cards with balances. None are maxed out. Two with larger balances and two with smaller balances. I can only pay off two with the smaller balances or one with the larger balance leaving three outstanding. Would I raise my credit score faster if I pay off the two with the smaller balances or would it be better for my credit score to pay off one of the larger ones?

For the best optimal results is to get your balances below 20% of your credit limits. Of course, it will take longer to get the larger limit credit cards down to 20%, so you should start with the smaller ones and work your way up and you will start to see a great increase in your credit score.
